文章分析了社会主义市场经济运行规律对政府职能的权、责、利界定及由此对基本建设投资管理体制的改革要求。文章指出 :规范和改革基本建设财务制度 ,必须严格执行项目资本金制、项目法人制和业主负责制、招投标制、工程监理和否决制等基本建设管理的基本制度 ;必须作好基本建设项目的市场预测工作 ,强化财政等职能部门在基本建设投资管理中的职能与作用。同时 ,应当积极试行和推广建设项目的股份制改革。此外 ,必须坚持“两手抓” ,建立健全基本建设投资管理的激励与约束机制。
