我们辽源市经济总量小,在全省的位次靠后,经济和社会生活中的现实矛盾不容许我们按部就班,亦步亦趋地跟在别人后面走。面对现实,市委三届八次全会提出了实现经济超常规发展的战略要求。超常规发展,就是要在发展的思路上、指标确定上、措施力度上、工作状态上都要打破原有的定式,通过开拓创新,最大限度地解放和发展生产力,实现经济超乎寻常的发展。按照超常规发展的要求,我市确定今年工作的重点是“七个着力、七个突破”。
