《工伤保险条例》颁布2周年,全国工伤保险参保人数已近7000万人,成绩可谓斐然。但相对于全面覆盖和完善制度的目标而言,这只是刚刚走完了第一步,与“应保尽保”的目标差距还很大。特别是近一时期以来,我国的安全生产形势严峻,2004年下半年以来连续发生多起死亡百人以上的重特大安全生产事故,引起了全社会的高度关注。这些重特大事故使劳动者生命安全和身体健康蒙受了巨大损失,凸显了维护职工工伤保险权益的紧迫性。
The second anniversary of the promulgation of the “Regulations on Work Injury Insurance”, the number of people insured for work-related injury insurance in the country has reached nearly 70 million and the result is impressive. However, relative to the goal of comprehensively covering and perfecting the system, this is only the first step that has just been completed, and the gap between the goal of “ensuring” and “ensuring” is still great. Especially in the recent period, the situation of production safety in our country is grim. Since the second half of 2004, there have been more serious and serious accidents in production which have killed more than 100 people, arousing great concern from the whole society. These major accidents have caused tremendous losses to workers ’lives, safety and health, highlighting the urgency of safeguarding the rights and interests of workers’ injury insurance.
