针对我国水能资源区划管理经验较少的现状,基于水能资源区划管理的必要性与原则,构建了水能资源区划管理体系框架,对水能资源区划的管理机构和队伍建设、管理制度与流程建设、管理关键监管节点等进行了分析。同时提出了水能资源区划管理的规范化建设设想,对加快水能资源区划工作、依法行政和依法管理、促进水能资源的可持续利用均具有重要的现实意义。
Aiming at the current situation of less management experience of hydropower resources in China, based on the necessity and principle of hydropower resources zoning management, a framework of zoning management system of hydropower resources was established. The management mechanism of hydropower resources zoning and team construction, management system and Process construction, management of key regulatory nodes were analyzed. At the same time, it puts forward the idea of standardized construction of water resources zoning management. It is of great practical significance to accelerate the zoning work of water energy resources, administer according to law and manage according to law and promote the sustainable utilization of water energy resources.
