在理论上探讨政府教育管理职能转变的主要内容,并在此基础上,对政府教育管理职能转变的绩效评估指标体系进行理性设计;继而通过隶属度分析以及信度和效度检验,对理性开发的初选指标体系进行实证筛选,然后基于指标赋权的专家问卷调查,采用层次分析法确定各项指标的权重,最终构建出了政府教育管理职能转变的评估指标体系。
On the basis of this, the article makes a rational design on the performance evaluation index system of government education management function transformation. Then through the analysis of membership degree and reliability and validity test, The index system of the primary education is selected empirically. Then, based on the questionnaire survey of experts who empowered indicators, AHP method is used to determine the weight of each index, and finally the evaluation index system of government education management functions is constructed.
