行政文化研究的兴起是人类学的文化研究蔓延至公共行政领域的结果,行政学界在研究行政文化时,应该参考和借鉴人类学家的文化研究成果、研究取向及其方法。在人类学家的眼中,文化在本质上是指支配一个共同体内人们的活动及其创造物的内在精神特质或观念体系。那么,行政文化的本质也应该是着眼于探讨支配人类行政实践的主观精神层面,即行政学界所谓的狭义行政文化概念。更重要的是,人类学家在把握主观精神世界时,所坚持的经验主义研究取向与科学化的研究方法,同样应该成为行政文化的研究准则。这样做无论是在理论上,还是在实践方面都具有其合理性。
The rise of administrative culture research is the result of the cultural studies of anthropology spreading to the field of public administration. When studying the administrative culture, the administrative circles should refer to and draw on the cultural research results, research orientations and methods of anthropologists. In the eyes of anthropologists, culture, in its essence, refers to the inner spiritual or conceptual system that governs the activities and creations of people within a community. Then, the essence of administrative culture should also focus on exploring the subjective mental level that governs the practice of human administration, namely the so-called narrow concept of administrative culture in administrative circles. More importantly, as far as anthropologists are concerned with the subjective spiritual world, they should adhere to the empirical research orientation and scientific methods of research as the research guideline of administrative culture. This is reasonable in both theory and practice.
