西部大开发是我国现阶段的重大发展战略。实施好这一战略,需要多方面的配合,其中,西部地区的科技发展是西部大开发战略的重要组成部分。根据笔者的初步分析,我国区域科技能力和水平比经济发展水平的差距更大,大多数西部省区的科技发展水平滞后于经济发展水平。科技落后已成为制约西部发展的重要因素。因此,“西部大开发,科技要先行”。以下就西部科技发展战略问题提出初步设想和建议。
