党的十六届三中全会明确提出了“坚持以人为本,树立全面、协调、可持续的发展观”的要求,党和国家领导人对树立和落实科学发展观、构建和谐社会作了一系列重要论述,对于我们认识、树立和落实科学发展观具有重要的历史与现实意义,也为我们以科学发展观为指导做好环境保护工作、共同构建和谐社会,奠定了坚实的思想和理论基础。一、全面认识和准确理解科学发展观的深刻内涵科学发展观是以可持续发展理念来改变传统的生产与生活方式,最大程度地促进人与自然和谐,实现环境、经济、社会的协调发展。科学发展观的提出,是我们党在“三个代表”重要思想指导下,对改革实践的经验总结和对执政理念的认识飞跃以及对马克思主义理论的丰富与发展,是妥善应对我国经济社会发展关键时期可能遇到的各种风险和挑战的正确选择,是提高党执政能力和执政水平的迫切需要。
