一、201 0年主要工作2010年,菏泽市各级机构编制部门坚持贯彻落实科学发展观,紧紧围绕省编办和菏泽市委、市政府的决策部署与工作安排,统筹兼顾,突出重点,服务大局,较好地完成了全年的各项任务目标。(一)积极推进市县政府机构改革。围绕加快政府职能转变、理顺部门关系、强化部门责任、提高行政效能的目标,认真做好市县政府机构改革组织实施工作。目前,已经基本完成了市县政府机构改革的各项任务。改革中,严守“两个不得突破”要求,确保不突破政府机构限额、不突破行政编制总额。对职能弱化或名存实亡的机构,相应减少或收回编制;对于加强或新增职能的机构,为保证其工作正常运转,通过调剂适当增加编制。通过改革,共调整市直部门职能89项,其中加强职能39项、增加职能20项、取消职能13项;市政府工作部门由34个调整为32个,减少了2个;另外,整合撤销其他处级行政机构12个;规范了部门内设机构的级别和名称,按规定核定了人员编制和领导职数。全市政府机构改革动员会召开后,各县区立即行动,积极调研,对各部门的机构、职能、编制及实有人员情况进行调查摸底,掌握第一手材料,为推进县区政府机构改革打下了坚实基础。市编办加强工作调度和指导,召开座谈会、调度会,总结交流工作经验,以典型作引导,确保改革不偏离方向、不出现
