欧盟在实施1992年的共同农业政策以来,在改善农业市场平衡、降低产品过剩方面取得了明显进展。1992年欧盟的第一次共同农业政策的改革,主要有以下三个方面:降低支持价格水平谷物的支持价格下降29%,牛肉下降15%,乳制品支持价格下降5%。采用支持农业的直接支付方式由于降低了价格支持水平,农民的损失部分采用直接支付方式给予补贴。
Since the implementation of the 1992 joint agricultural policy, the EU has made remarkable progress in improving the balance of the agricultural market and reducing the excess of products. The EU’s first joint agricultural policy reform in 1992 included the following three aspects: a 29% drop in supportive prices for cereal with a reduced support price, a 15% drop in beef and a 5% drop in dairy support. Adopting Direct Payment to Support Agriculture Due to the reduced level of price support, the loss to farmers is subsidized by direct payment.
