解决好“三农”问题,是全党工作的重中之重。2003年召开的全国农村教育工作会议确定,农村教育是全国教育工作的重中之重。实现农村富余劳动力向非农产业和城镇转移,是工业化、城镇化的必然趋势,是解决“三农”问题、帮助农民增收致富的根本出路。按照国务院办公厅批转的《2003—2010年全国农民工培训规划》,农村劳动力转移培训工作由农业、劳动部门负责,农业、劳动、教育、科技、建设、财政等六个部门共同组织实施。2003年12月30日,国家科教领导小组审议通过了《2003—2007年教育振兴行动计
To solve the “three agricultural issues” is the most important task for the entire party.
