为真实反映汽车的实际排放水平,国家环境保护局于1989年8月针对总质量≤3.5吨轻型汽车,颁布了GB-11641-89《轻型汽车排气污染物排放标准》和GB 11642-89《轻型汽车排气污染物测试方法》两项标准,并自1990年7月1日起实施。这是我国第一次按工况法控制汽车排气污染物。所用的试验方法系采用了欧洲ECE-15号法规的试验方法,即15工况法。其限值只相当于欧洲1979年开始实施的ECE-15/03号法规的限值,我国的汽车排放限值为型式认证试验标准值和产品一致性检查试验标准值,此限值大约是欧洲在未来控制前汽车的CO和HC排放量的50%左右。
In order to truly reflect the actual emission level of automobiles, the State Environmental Protection Administration promulgated GB-11641-89 “Emission Standards for Exhaust Pollutants for Light-duty Vehicles” and GB 11642-89 for light vehicles with a total mass of ≤3.5 tons in August 1989.
