党的十六届四中全会提出构建社会主义和谐社会是我们党顺应历史发展变化,为推进中国特色社会主义伟大事业作出的重大战略举措,是我国处于体制转轨、社会转型这一特殊历史时期经济社会发展的必然要求,是满足人民群众不断增长的物质文化需要的必然要求,是巩固党执政的社会基础、实现党执政的历史任务的必然要求,是全面落实科学发展观、实现全面建设小康社会奋斗目标的必然要求。
