改革14年来,东南沿海地区发展比全国快,而同为沿海的广东比上海发展更快,其中一个极为重要的原因是市场体系发育的程度不同。事实证明,市场体系越发达的地区,其经济活力就越强,发展速度扰越快。总体上看,我国市场发育水平有所提高,但地区差距过大。全面、客观地评估现阶段我国各地区市场发育的总水平,进行地区间的横向对比,从比较中找出各地区在培育市场体系过程中各主要方面的薄弱环节、差距以及所处的位置,据此确定适合本地区市场发育特点的奋斗目标和发展路子,这是建立社会主义市场经济新体制的重要前提。
