支持贫困县财政经济发展是一项综合治理贫困问题、加速贫困地区发展的宏大变革工程。那么,在当前全国改革、开放、发展出现加快态势的新形势下,如何促使贫困县财政经济工作迈上新的台阶,出现新的转机,这是需要认真研究、探讨和解决的重大现实问题,也是国家确定扶贫开发政策的基点。本报告拟在简要回顾贫困县发展变化,揭示贫困县所面临的现实矛盾的基础上,侧重就加速贫困县发展的总体思路和政策建议等问题,提出我们的看法,以供国家和贫困地区决策参考。
Supporting the financial and economic development of poverty-stricken counties is a grand reform project that comprehensively tackles poverty and accelerates the development of impoverished areas. Under the new situation of accelerating the reform, opening up and development of the whole country, how to push the financial and economic work in poverty-stricken counties to a new level and a new turning point is a major realistic issue that needs careful study, discussion and resolution. It is also the starting point for the state to determine the poverty alleviation and development policy. Based on a brief review of the development and changes in poverty-stricken counties and revealing the actual contradictions faced by poor counties, this report focuses on issues such as general ideas for accelerating the development of impoverished counties and policy proposals, and puts forward our opinions for decision-making by countries and poor areas reference.
