20世纪二三十年代,面对前所未有的经济危机,上海市药业职工会成立后积极救助失业,由于自身力量有限,职工会坚持由药商安置失业。公会则抵制安插,维护“立商之本”。随着劳资合作基础的消蚀,双方都依靠团体整合维护各自的权益,然而劳资之间的矛盾也上升为劳资问题的社会冲突,租界与华界关系为其表,地缘关系为其里。相关各方在改变舆情时,社会舆论也影响着失业救济的运行方式。当各方的博弈达到顶点时,劳资与国民党、政治与社会的关系常常越出秩序轨道。社会救济无法在秩序和参与的矛盾中实现预期的效果,而是在传统与现代之间搭建脆弱的平衡。失业救济风潮从一个侧面折射出城市危机中多种利益交织及社会关系的互动与重构。 In the 1920s and 1930s, in the face of the unprecedented economic crisis, the Shanghai Pharmaceutical Trade Union actively rescued unemployed after its establishment. Because of its limited power, the trade unions insisted on the placement of drug dealers for unemployment. The Association resisted the placement and maintenance of the “legislation of the business.” With the erosion of the foundation of labor and capital cooperation, both parties rely on group integration to safeguard their respective rights and interests. However, the contradiction between labor and capital has also risen into a social conflict of labor and capital issues. The relationship between the concession and the Chinese community is its own, and its geographical relationship is its place. When relevant parties change public opinion, public opinion also affects the way in which unemployment benefits operate. When the game between the parties reaches its peak, the relations between the labor and capital, the KMT, and politics and society are often out of order. Social relief cannot achieve the desired results in the contradiction between order and participation, but rather establishes a fragile balance between tradition and modernity. The wave of unemployment relief reflects in one aspect the interaction and reconstruction of multiple interests intertwined in the urban crisis and social relations.
