This paper outlines the various factors that have contributed to the degradation of mangrove forests in El Salvador and analyzes the implications of proposed changes in the ownership of mangrove forests for mangrove communities in impoverished coastal zones. At present, patterns of harvesting and conversion of the mangrove ecosystems in El Salvador can be observed through subsidized rights lenses, which grant property rights to some participants (not to others) for a specific purpose. Unfortunately, the existing laws and regulations governing the use of mangrove resources are contradictory and ambiguous. Some existing laws make the exact opposite of the use and transformation of ecosystems. Without redefining the rights to subsidies, it is not possible to ensure that mangrove forests are managed properly and continuously. However, the redefinition of such rights should take into account the needs of those communities whose lives are closely linked to the health of the ecosystem.
