中国是一个多灾的国家。中国21世纪人口、环境与发展白皮书——《中国21世纪议程》(1994)指出:“中国是世界上自然灾害最严重的国家之一。近40年来,每年由于气象、海洋、洪涝、地震、地质、农业、林业等七大类灾害造成的直接经济损失,约占国民生产总值的3—5％,平均每年因灾死亡数万人”.
