吴坚同志通过对一些企业思想政治工作的调查撰文认为,当前企业思想政洽工作普遍比较薄弱,作用发挥得不明显,其原因是在企业政工干部中存在着四种障碍:一是取代论。有些经济主管部门对所属企业的考核,基本上是以经济效益取代一切。认为经济效益好,思想政治工作自然好;经济效益上不去,思想政治工作再好也是白搭。对企业政工干部的政绩考核,也是采取“月亮走,我也走”的办法。这种做法,实际上曲解了“以经济建设为中心”的观点,否认了思想政治工作的重要作用,使政工干部的劳动成果得不到尊重,自身价值得不到体现,极大地挫伤了他们的工作积极性。
