INTRODUCTION Nearly 40 years after the publication of the world-renowned monograph on criminal law, Professor Fletcher again started to drum up the universal criminal law system. The new work, ”The Grammar of Criminal Law: American, Comparative, And International“ (hereinafter referred to as ”the book “ ~ ([1])) made it clear for the first time that he sought to go beyond The Universal Will of Universal Criminal Law. This book is a monograph designed as a three-volume book.
