交通拥堵,已经成为北京这个特大城市治理中一个棘手的难题。自2008年10月实行机动车尾号限行政策至今已近8年时间,如今,北京市又一次将“治堵”提上日程。市人大常委会已将降低机动车使用强度立法列入今年的立法计划,并确立了开门立法的原则,目前正由市交通委组织开展立法的民意调查活动。网络问卷调查等活动的开展引发了全社会对治堵问题的热议,许多专家学者发声表达意见建议,有的赞成为了公共利益限制私权利,有的认为地方立法的合法
Traffic congestion has become a tricky problem in the management of this mega-city in Beijing. Since the implementation of the motor vehicle tail number limit policy in October 2008 has been nearly eight years now, Beijing once again “rule blocking ” on the agenda.
