为了调动医院广大职工的工作积极性 ,体现劳动与技术价值 ,实行了分配制度改革。临床科室的奖金既要与工作量和质量结合 ,又要兼顾经济收益 ;医技科室奖金的控制办法是收支节余用递减提成比例给奖 ;职能科室奖金相当于医疗业务部门平均水平的 90 % ;后勤部门有条件的实行计件与计分法给奖。通过这一改革 ,分配制度趋向合理 ,医务人员工作积极性与效率显著提高 ,业务收入与收入结构改善 ,社会效益提高 ,满意率在 90 %以上。当然 ,改革中也还存在一些难点
In order to mobilize the work enthusiasm of the hospital staff and to reflect the value of labor and technology, the reform of the distribution system was implemented. The bonus of the clinical department must be combined with the workload and quality, but also take into account the economic benefits; the control method of the bonuses for the medical technology department is to use the proportion of declining income from the balance of income and expenditure to the award; the bonus of the functional department is equivalent to 90% of the average level of the medical business department. The logistics department conditionally implemented the piece-rate and scoring method to award. Through this reform, the distribution system tends to be reasonable, the work enthusiasm and efficiency of medical personnel are significantly improved, business income and income structure are improved, social benefits are improved, and the satisfaction rate is above 90%. Of course, there are still some difficulties in the reforms.
