海洋产业结构升级是海洋经济发展的核心.根据当前福建海洋产业发展现状及其结构调整过程中存在的问题,同时基于海峡蓝色经济试验区建设的背景,本文认为,为实现产业结构协调化、高度化目标,应从大力发展优势特色海洋产业、打造区域海洋科技创新体系、建立闽台海洋经济共同体、构建海洋生态安全体系四个方面着手.
