党的十八届三中全会审议通过的《中共中央关于全面深化改革若干重大问题的决定》指出,“经济体制改革是全面深化改革的重点,核心问题是处理好政府和市场的关系,使市场在资源配置中起决定性作用和更好发挥政府作用”。这一表述不仅明确了未来全面深化改革的重点所在,更对市场的地位和作用进行了重新定位,是市场与政府关系认识上的一次重大理论突破。
The “Decision of the CPC Central Committee and the CPC Central Committee on Several Important Issues concerning Overall Deepening of the Reform” reviewed and approved by the Third Plenary Session of the 18th CPC Central Committee pointed out: “Economic structural reform is the focal point of deepening the overall reform. The core issue is to properly handle the relationship between the government and the market. The market plays a decisive role in the allocation of resources and a better government role. ” This statement not only clarified the key points for deepening the overall reform in the future, but also repositioned the position and role of the market, a major theoretical breakthrough in understanding the relationship between the market and the government.
