人力资源是所有资源中最宝贵的资源,人又是生产力诸因素中最积极、最活跃的“第一资源因素”。石油企业是技术密集的企业,人力资源的研究与开发尤为重要。当前石油行业人力资源面临适应发展要求与队伍素质现状的差距较大;知识结构及层次分布不合理,短期内难以整体提高;队伍结构比例失调,制约整体效能的发挥等问题。要实现对人力资源进行有效的开发,就必须促使企业用人机制的完善,强化培训,树立人才资本观念,推动人才的数量质量优化,加大激励机制的力度,完善企业考核和评价体系,从而实现企业人力资源管理的现代化、规范化和科学化发展,促进企业的长足发展。要坚持以人为本,采取有效的激励培训等措施提高员工的素质。同时,建立良好的文化氛围,树立好的企业文化,从而实现石油企业人力资源的优化管理。
