在道德伦理方面不失公允的政治学偶尔———抑或如其诋毁者声称的那样,时常———只对开明利己主义作出回应。建立一支伦理基金,或投资一个小额融资项目,也许是对时代精神的起码让步,或者是对自尊心的间接提升。不过,对仁义的推崇提出了当前的问题和争议。投入伦理基金中的金钱绝非小数。在美国,每十美元中就有一元投资在“伦理的”金融手段中。它们在欧洲发展迅猛。至于小额信贷试验,情况显示,从孟加拉到玻利维亚,它们都带来了润泽四方的好处。正如本文所强调的,伦理基金和小额信贷的经验虽说不能填平过去与未来之间的鸿沟,却前景可观。它给出了一个时间的地平线,一种对即将到来的事物的展望,在这其中,已经到来的事物就是所谓国际公民社会的参与。
Occasionally, without exception, a fair political ethic-or, as its detractors claim, often-only respond to enlightened self-interest. Establishing an ethic fund or investing in a microfinance project may be at least a concession to the spirit of the times or an indirect escalation of self-esteem. However, esteem for benevolence raises the current issues and controversies. Money invested in ethical funds is by no means a decimal. In the United States, there is one dollar out of every ten dollars invested in “ethical” financial instruments. They are growing rapidly in Europe. As for the microcredit pilot, the situation shows that from Bangladesh to Bolivia, they all have the benefits of moisturizing the Quartet. As stressed in this article, the experience of ethics funds and microcredit, though not able to bridge the gap between the past and the future, has considerable promise. It gives a horizon of time, a vision of what is coming, in which what has come is the so-called involvement of international civil society.
