当一种现象已经广为人知,已经形成一种风气时,批评是必要的,可以加深或改变人们的认识。但当一种现象尚没有广为人知,更没有形成一种风气时,批评就是宣传。通过批评去宣传人们尚不知道的内容乃是最有效的宣传。宣传是宣布、公布、传播,前者批评也有宣传因素,但因其事已形成风气,已广为人知,故其传播作用虽存,但受众面没有扩大。而且宣布公布的程度也没有加深。后者批评则重在宣布公布被批评的内容,这就从反面扩大了受众面,所以,起到很强的传播作用,传播是宣传的主要目的,因而这时候的批评实际上是宣传,而且是最好的宣传。
