连续两届全国人大代表所提议案涉及到确认中小学教师身份归属以及权利保障机制,旨在呼吁将中小学教师纳入公务员序列,这不仅有利于中小学教师身份的确认和利益的保障,而且关系到国家的教育大计以及民族的发展。笔者在探析我国中小学教师生存现状的基础之上,分析了我国建立教育公务员制度的必要性,并借鉴国外中小学教师的职业保障制度设计,提出了几点政策建议。
The proposal of two consecutive NPC deputies involves identifying the ownership of primary and secondary school teachers as well as the mechanism for safeguarding their rights. The purpose of appealing for the inclusion of primary and secondary school teachers in the civil servant sequence is not only conducive to the identification of primary and secondary school teachers and the protection of interests, but also to the relationship Education programs to the country and the development of the nation. Based on the analysis of the existence of primary and secondary school teachers in our country, the author analyzes the necessity of establishing education civil servant system in our country and draws lessons from the design of vocational security system for primary and secondary school teachers in foreign countries.
