Recently, the Procurement Center of the Central Government released the Circular on Supplementary Bidding for Compulsory Energy-Saving Products Supplying Information Type Agreements. Although the notice did not give any explanation as to “Do not allow Win 8 operating system installation,” there is speculation that the Win 8 system is considered unsuitable for the current government office environment and that procurement costs are high. There are many other viewpoints that this move or out of cybersecurity considerations. This notice also did not require any specific operating system installed, but some analysts believe that this may bring opportunities for development of domestic systems. Coincidentally, Zhang Feng, chief engineer of the Ministry of Industry and Information Technology has said recently that the Ministry of Industry and Information Technology will continue to step up efforts to support the research and development of China’s Linux operating system applications.
