In the Bayingolin Mongol Autonomous Prefecture, Hejing, Yanqi, Heshuo and Bohu counties (hereinafter referred to as “Bei Si County”) conscientiously implemented the Party’s ethnic policies, strengthened national unity and maintained social stability, effectively boosting the development of the two Civilization construction. In the process of implementing the Party’s ethnic policies, creating a good social environment and strengthening religious administration in accordance with the law, the four counties have quite prominent features. They are mainly manifested in: 1. Studying and implementing the spirit of the directives of the Central Government and enhancing their cooperation with ethnic separatists and the illegitimate Confidence in the fight for religious activities. Yanqi County Party Committee and County People’s Government adopted a series of effective measures in implementing the spirit of the directives of the Central Government: (1) strengthening the building of grass-roots organizations and making adjustments to the leadership of individual villages with more problems; (2) Township Party School as a base, cite
