中国的工业化、城市化正在快速推进。随着工业发展、城市扩张,社会正在急剧转型。于是,在城乡之间,新的矛盾、新的冲突日渐暴露、增多。这是中国实现现代化亟待解决的问题,也考验着决策者的政治智慧和胆识。在工业化、城市化进程中,土地问题始终处于核心位置。近年来,围绕土地问题,一些地方在不断探索和试验,诸如“土地换社保”“宅基地换房”等。这些做法,往往又与村庄撤并、农民集中居住、农地规模经营相关联,成败得失,值得探讨。为此,本刊特刊发一组文章,探讨土地制度和农村改革等重大问题。其中,既有中央农村工作领导小组副组长、办公室主任陈锡文对当前农村改革三大热点问题的探讨,也有长期关注中国农地立法的学术机构对中国农地制度改革的建言。而“苏州’城乡一体化’反思”一文作为地方案例,也有助于读者理解中国农村问题的复杂性和特殊矛盾。 China’s industrialization and urbanization are rapidly advancing. With industrial development and urban expansion, society is undergoing a radical transformation. Thus, between urban and rural areas, new conflicts and new conflicts are increasingly exposed and increased. This is an issue that China urgently needs to solve in order to modernize. It also tests the political wisdom and courage of decision-makers. In the process of industrialization and urbanization, the land issue has always been at the core. In recent years, around the issue of land, some places are constantly exploring and experimenting, such as “land for social security ” “homestead for housing ” and so on. These practices are often associated with the merger of villages, the concentration of peasants, the management of the scale of farmland, and their success or failure. They are worth discussing. To this end, we published a special issue of a series of articles to discuss major issues such as the land system and rural reform. Among them, Chen Xiwen, deputy head of the Central Rural Work Leading Group and director of the office, discussed the three major hot issues in the current rural reform as well as some suggestions on the reform of China’s agricultural land system that have long been concerned by China’s agricultural land legislation. The “Reflection on Integration of Urban and Rural Areas in Suzhou”, as a local case, also helps readers to understand the complexity and special contradictions of rural China.
