这次会议上,各地同志都报告了情况,其中经验已由饶政委作了详细总结。我现在只就各地土员改革运动的进度、运动中农村各阶级的动态、干部在土地改革中所产生的偏向、及今后工作应注意之点,加以概括说明。截至十一月十五日止,华东全区,老区已发土地证结束土地改革的,山东八三四一村,苏北二二一二乡。新区已完成土地改革的共一一八三乡,全部完成土改的区有二十一个区,全面展开的县计十六个县。山东、苏北、苏南、皖南十二月可以全面展开,皖北明年一月可以全面展开。预计苏北、苏南、皖南、山东明年二月底,浙江、皖北明年三月底(除福建部份地区及皖北重灾区外),可先后基本完成土地改革。各地土地改革在局部展开中,均较顺利。雇贫农迫切要求土地,分得土地后,普遍表示满意。中农开始有五怕:怕负担重,怕贷不到款,
At this meeting, comrades from all over the country reported the situation, of which the experience has been detailedly summarized by the Rao Political Commissar. I will now give an overview of the progress of the land rights reform movement in all parts of the country, the dynamics of the various classes in the countryside during the campaign, the deviation of cadres in the land reform and the points to be observed in future work.
