The lack of original innovation capability has hindered the development of science and technology in China. Xu Guanhua, Minister of Science and Technology, recently proposed at the China Industrial Hi-tech Forum that the reform of the science and technology management system that promotes the evaluation system of scientific and technological achievements can effectively change this situation. Xu Guanhua believes that an important reason for the lack of original innovation capability in China’s science and technology is that there are still some drawbacks in the current technology management system.
