Economic development, social progress, prosperity of the country and people’s livelihood depend on a stable and peaceful social environment. With this, the state can not be rejuvenated and the country is hard to prosper. However, the law and order situation in China is facing the serious challenge of criminal activities. According to statistics from the Ministry of Public Security, from 1979 to 1991, the average number of criminal cases in the country increased by 12% annually (on average 24% in major cases).
