去年各地病虫防治工作,由于各级组织的正确领导,干部的努力,尤其是广大群众的积极行动,胜利的完成了防治任务,对保证粮棉增产上起了相当大的作用,并为今年的防治工作打下强有力的基础,现在,春天已经来到,潜伏过冬的各种病虫,马上就会发生,部分地区如两广地带,稻虫菜虫,业已开始活动,各地应提高警惕,抓紧时机,早作布置,做好一切准备工作,并进一步,结合春耕及土改区的大生产运动,大力开展群众性的春季病虫防除运动,对可能发生的病虫灾害,予以有效的遏止,特别是去年发生严重灾害的地方,尤应做好这一工作,兹特提出下列几点意见,藉供研究执行,并希将具体情况及时报告为要。
