目前,中小企业的存在与发展是各个国家普遍关注的一个世界性问题。由于中小企业在社会经济发展中日益重要的地位和作用,因此,扶持中小企业的发展已成为世界各国一致的发展战略和政策选择。就我国来说,在体制转型、结构调整和加入WTO的背景下,更应把发展中小企业放到一个战略的高度来考虑和对待,使中小企业成为我国经济健康持续快速发展的独特的重要力量。
