<正> 一、引进方式多样化 1978年前,我国技术引进方式主要是进口成套设备来建设新工厂。1979年后,技术引进方式开始向灵活多样发展。除有计划地进口急需的成套设备外,在国家计划中,引进生产线、关键设备项目逐年增加。特别是以技术许可、顾问咨询、技术服务、合作生产等方式引进制造技术、生产工艺技术(既通称的“软件”技术)的项目增加得更快。按国家计划安排的技术引进项目统计,
