新录用的海事执法人员行政职业能力的提升,迫切需要改变传统的初任培训模式,这一直是海事管理部门感到困惑并力求创新的现实问题。因此,要求授课教师与他们以科学家发现真理的思维模式,探索和发现事物发展的起因和事物内部联系的研究式教学,便成为海事施教机构培训的理论基础与路径。本文正是从研究式教学的内涵、研究式教学的基本路径入手,强调施教机构的授课教师与他们进行对话式的教学,探索海事部门新录用海事执法人员的培训模式,进行研究式教学理论与实务的梳理。
