每年“春运”期间都是人员流动高峰期,政府会采取相应的办法来解决这种问题。通过对铁路行业的自然垄断属性的分析及火车和汽车之间的相关关系的研究表明:在春运期间通过抬高火车票价不但不能解决拥挤现象,而且会减少社会福利并会造成资源配置缺乏效率,同时火车偏离汽车票价幅度应有个界限。
