荔波县继续加大瑶山扶贫攻坚力度,组建工作队深入瑶族乡,实施重点扶贫三年计划,力争到1999年实现瑶山瑶族贫困人口70%以上稳定解决温饱。瑶山瑶族乡自1994年县委、县政府组建“两瑶”地区扶贫开发试验区管委会并派遣工作组驻乡实施重点扶贫工作以来,乡党委和政府配合管委会狠抓扶贫工作,取得了一定的成绩,到1996年底,全乡瑶族农民人均占有粮和人均纯收入分別由1993年底的160公斤和170元增加到229公斤和244元,72%的瑶族群众基本解决温饱。尽管如此,由于瑶山瑶族地区的历史原因和地理条件,加上瑶族群众文化素质低,思想守旧、落后,所取得的成绩和进步与其他乡镇和全县平均水平相比,差距仍然很大,扶贫攻坚任务依然严峻。因此,县委、县政府决定:继续加大瑶山扶贫攻坚力度,实施重点扶贫。
