维护公益性和调动积极性,是新医改中公立医院改革的根本方向和核心任务也是难点所在,本文介绍了某中医院以绩效考核为抓手,通过分析面临的新医改形式、政策、市场环境,实行以综合目标考核模式的绩效管理,从财务指标、医保政策执行指标、医院运行效率、医院核心竞争力、社会效益指标、病人满意度、中医药服务能力等几方面进行了分析,说明该绩效管理实践获得了医院公益性和积极性均衡和谐发展之效果,同时也发现在政府财政投入亏欠和合理的补偿机制还未到位的现实情况下,由于盈利亏欠,这只是一种脆弱的均衡,建议政府对医院绩效考核结果与对中医院加强财政投入并建立合理的补偿机制相挂钩,以促进中医院的良性可持续发展。
