1996年是全面实施“九五”计划的第一年。搞好今年防汛抗旱工作,对夺取农业丰收,减轻灾害损失,稳定经济大局,实现“九五”开门红具有十分重要的意义。据有关部门预测,今年我省常年性降水较少,旱象仍将偏重发生。汛期陕北和关中西部、陕南局部降水集中,黄河、汉江、嘉陵江及泾、洛河可能出现偏重洪涝。各级、各部门务必百倍警惕,克服麻痹侥幸心理和厌战情绪,立足防大汛、抗大旱,按照姜春云副总理的指示,今年防汛抗旱工作要“强化预测预报,主动防范;突出重点,不发生大的问题;狠抓责任制”的三条要求,抓早动快,全面落实。在工作的力度上要大于去年,减灾成效要高于去年,把损失降到最小程度。为了夺取今年防洪抗旱斗争的新胜利,各级要务必抓好以下工作。
1996 is the first year of full implementation of the Ninth Five-Year Plan. During the flood season, the precipitation in northern Shaanxi, central and western Shaanxi, southern Shaanxi is concentrated, and the Yellow River, Hanjiang River, Jialing River and Jing River and Luohe River may be heavily flood-prone. At all levels and departments, we must be 100 times vigilant, overcome the paralysis of flu and psychological war and weariness, base ourselves on preventing floods and resisting severe drought. According to instructions from Vice Premier Jiang Chunyun, flood control and drought relief work this year should “strengthen forecasting and prevention and take precautionary measures; Major problems occurred; pay close attention to the responsibility system, ”the three requirements, grasp the move fast, fully implemented. In the intensity of work to be greater than last year, the effectiveness of disaster reduction should be higher than last year, to minimize the loss. In order to win this year’s new victory in the struggle against floods and drought, it is imperative that all levels work hard to accomplish the following tasks.
