1992年新西兰经济出现微弱增长。1991-1992年度(1991年7月1日-1992年6月30日)新西兰的国内国民生产总值(GDP)增长0.7%,外贸出超23亿新元,通货膨胀率一直被控制在2%以下。肉类和奶业出口势头良好,渔业收入剧增,养鹿业发展迅速。新西兰政府在“用户付款”思想指导下,继续推行改革。由于改革高福利体制涉及千家万户的利益,各项改革步履艰难,特别是教育收费、教师工资、医药卫生收费和提高养老金领取年龄等项改革遭到了强烈的反对。新西兰外债高筑(620亿新元),政府赤字庞大(3.29亿新元),高福利体制难以维持,改革势在必行。
