本文针对目前国有施工企业存在的人员老化、结构不尽合理、人才流失等主要问题,提出了加强人力资源管理的措施,要有适应企业发展的人力资源规划,建立人力资源开发体系,抓好人才的持续性开发,多途径培养人才,同时要建立工作绩效评价与动态管理相结合的制度,建立公正合理的价值分配体系以及灵活机动、富有弹性的用工机制。只有贯彻好“以人为本”的管理理念,以科学的用人机制才能推动企业实现自身的发展战略目标。
