2014年我国多地首次出现公务员“讨薪”事件。这类事件严重损害了国家机关和公务员的形象,反过来也证明当前我国公务员工资制度以及争议解决机制存在无法回避的矛盾,需要通过深化改革才能解决深层次的问题。文章运用政治学、劳动关系学以及行政法学的相关知识,对公务员“讨薪”事件进行定性,分析了我国公务员劳动争议的预防与解决机制。文章针对事件的治理进行了初步思考,提出了加强公务员工资改革中的协商力度、推进立法和执法进程、发挥工会的积极作用、遏制群体性事件的增长势头等建议。
In 2014, for the first time in many countries in China, there appeared civil servants “asking for salary ” incident. Such incidents have seriously damaged the image of state organs and civil servants. In turn, they also prove that there is an unavoidable contradiction between the wage system for civil servants in our country and the dispute settlement mechanism. Only by deepening the reform can we solve the deep-seated problems. By using the knowledge of politics, labor relations and administration law, the article qualitatively analyzes the civil servant ’s salary-seeking event and analyzes the prevention and solution mechanism of civil servant labor dispute in our country. The article has carried on the initial thinking to the governance of the incident, put forward some proposals such as strengthening the negotiation in the civil servant salary reform, promoting the legislative and law enforcement process, exerting the active role of the union and curbing the growth of mass incidents.
