在《办点:红村扶贫开发的故事》中,何绍辉博士相当成功地实现了其原初(或主要)理论诉求,即通过对红村扶贫开发事件之政治逻辑的政治社会学分析,来揭示当下中国扶贫开发与运动式治理之间的逻辑关系,进而以之为立论基础从政府治理转型的角度来探讨当下中国国家政权建设的正确路径和方向。然而,何博士于其著作中的问题是,由于未对国家概念进行有意识的限定,他对国家概念的理解游离于狭义的“国家”内涵和广义的“国家政权”内涵之间,从而无意识地预设了一种国家主体,并在此基础上,他从国家主体预设的意义上对红村扶贫开发事件中的政治逻辑进行分析,试图导出以“中国的现代国家构建”为主题的结论,但遗憾的是,何博士在其著中未能实现他的这一“中途”提出的派生性理论诉求。
