按照现代产业经济理论,经济发展不仅表现在经济增长速度的加快和总量的增加上,还表现在质量的提高和产业结构的优化上;经济总量增长只是从量的角度描述了经济发展的规模;而结构转换与升级,则是从质的角度规定了经济发展的阶段、质量与水平。在国际科技与经济竞争日趋激烈条件下,在国内资源与环境约束和迫切需要转变经济发展方式的大背景下,产业升级的速度将进一步加快,产业知识化、技术化程度将大幅度提高。产业结构将由过去的刚性结构逐步向软化结构和柔性结构转化,现代农业、现代服务业以及高加工度、高附加值的新型工业将越来越处于经济结构的主导地位。聊城市地处鲁西,属山东经济欠发达地区,产业结构层次低、不合理的现象仍然比较突出,严重制约着发展方式的转变和全面协调可持续发展。通过产业结构调整实现优化升级,建立起更加富有竞争力的现代产业体系是聊城经济与社会科学发展的必由之路,也是转变发展方式的客观要求。产业结构升级的具体路径选择与政策建议:谋划产业布局,建好发展载体;改造提升传统产业,推进产业高加工度化和高技术化;推进技术创新,强化科技支撑。
