政府间转移支付和中央政府的公共投资,是政府平衡区域差距可以直接动用的主要财政支持工具。本文根据Arrow-Kurz-Barro生产函数,将上述两大工具纳入同一分析框架同时考虑,初步构建了一个包含上述两大工具在内的政府区域财政平衡基本模型,进而在此基础上扩展出中央政府转移支付平衡模型和中央政府投资平衡模型,并进行了数据模拟,得出了相应的结论和政策建议。 Intergovernmental transfers and public investment by the central government are the main financial support tools that the government can directly balance regional disparities. Based on the Arrow-Kurz-Barro production function, this paper takes the above two tools into account in the same analytical framework and initially constructs a basic model of fiscal balance in the government area which includes the above two tools. Based on this, it expands the central government Transfer payment equilibrium model and central government investment equilibrium model, and carried out data simulation, and reached the corresponding conclusions and policy recommendations.
