湖南农业正处于从传统农业向现代农业过渡阶段,传统农业保险的经营面临发展困境,农业保险试点形成了多种模式。建立适应现代农业经济发展的现代农业保险制度,必须加快制定农业保险的地方性法规,明确政府在现代农业保险中的职能定位,建立健全现代农业保险风险防范体系,因地制宜创新现代农业保险发展模式,构建现代农业保险制度长效机制。
Hunan agriculture is in the transitional stage from traditional agriculture to modern agriculture. The operation of traditional agricultural insurance is facing difficulties in development. There are many models for piloting agricultural insurance. To establish a modern agricultural insurance system that adapts to the development of modern agricultural economy, we must expedite the formulation of local laws and regulations on agricultural insurance, clarify the government’s functional orientation in modern agricultural insurance, establish and improve a modern agricultural insurance risk prevention system, innovate the modern agricultural insurance development model, Constructing Long-term Mechanism of Modern Agricultural Insurance System.
