以人口城镇化为核心的中国新型城镇化带动了新一轮户籍制度改革。两会期间,国家发改委透露,正在编制中国城镇化发展规划,今年上半年可能出台。为了配合“以人口城镇化为核心,以城市群为主体形态”的新型城镇化发展规划思路,公安部也正在配套制定户籍制度改革规划和实施意见。3月6日,公安部副部长黄明向全国政协委员介绍,过去几年全国户籍制度改革的步伐明显加快,力度明显加大。2010年至201 2年,全国共办理户口“农转非”2500多万人,为前3年的2.2倍;2012年全国非农业户口人口所占比重达到35.29%。
China’s new-type urbanization centered on population urbanization has led to a new round of reform of the household registration system. In the past few years, the pace of reforming the household registration system in China has accelerated markedly and the intensity has been significantly increased. From 2010 to 201 2, more than 25 million people from the whole country were registered for handling “non-agricultural transfer”, 2.2 times that of the previous three years; in 2012, the proportion of non-agricultural household population in the country reached 35.29%.
